Concord, NH - Jean B. Palmer, 81, died in the early morning of Tuesday, December 24, 2024. She was born in Windsor, VT on October 2, 1943, to David and Ella Ann Adell (Bowen) Lull and grew up in the Windsor area. She dedicated much of her life to others, providing a safe place for children in foster care for decades and focusing on helping young people that found themselves within the juvenile justice system. She was an amazing seamstress and was an avid reader, gardener, swimmer and skier.

She is survived by eight children Bill Palmer and his wife Linda of Epsom, NH, Jessie Seymour and her husband Chris of Manchester, NH, Ellie Scarecello and her husband of North Attleborough, MA, Glenn Lowe of Newport, NH, Maria Goodale and her husband Chuck of Franklin, NH, Melynda Lara and her husband Emerson of Salem, NH, Robert Lowe of FL, and Amanda and Haley Charnley of Concord, NH; one sister Joan Shapiro of Wayne, ME; her beloved Golden Retriever Finley. Jean leaves behind 11 grandchildren who adored her very much.

She was preceded in death by her parents and one son Robert Palmer and 1 granddaughter.
