She was born August 11, 1934, in Pomfret, VT one of nine children of Frank and Florence (Whitcomb) Fogg. Ellie grew up in West Hartford and later in Wilder when her parents purchased a farm on Christian Street. She was a longtime member of the Greater Hartford United Church of Christ and a past member of the Hartford Grange. She was also active in Cub Scouts when her children were young.
She was predeceased by her husband in 2016 as well as her daughter, Joyce Duncan; two sisters, Margaret Rule and Nancy Doten, and two brothers, Donald and Lawrence Fogg.
