She was born November 13, 1935, in Windsor, VT a daughter of Clarence R. and Ila Della (Dow) Honney. Claire graduated from Windsor High School Class of 1953 where she studied business and economics. Following high school she began working as an executive secretary at Cone Automatic, first in sales and later in the personnel department. She was married to Darwin Miller, and he was later diagnosed with cancer. After Mr. Miller's death, Claire moved to Boston and continued her career as a personnel secretary at Mass General Hospital. After a time, she returned to Windsor and resumed her position at Cones where she worked for many years. She married Ralph Harlow in 1969 at St. Francis of Assisi Catholic Church in Windsor where she remained a member the rest of her life. The couple made their home in Hartland for many years. Claire worked at Dartmouth College for a short time before going to Alice Peck Day Memorial Hospital where she worked for nearly twenty years before retiring. After retiring the couple spent winters in Thonotosassa, FL for over ten years. She has struggled with Alzheimer's for the past 12 years and has been able to remain at home thanks to the care of her husband as well as her niece Heidi.

Claire enjoyed spending time with her husband and their friends having a good time. She was a talented singer and piano player and enjoyed sing-alongs at the Elks Club or the Country Club.  Together the couple travelled many miles on their Harley Davidson Motorcycle and later in their classic 1961 Jaguar. They also spent many weekends on the river or lakes together either in a canoe or in their motorboat. Claire also enjoyed time with her friends as a member of the Red Hat Society both in Hartland and in Florida.

Claire was predeceased by her sister Maxine Borcuk.

She is survived by her husband, Ralph, of Hartland, her stepchildren, Sherry Greene of Quechee, VT and Rhonda McFarland of Claremont, NH; grandchildren Emily Osborne, Danielle Clark, Jennifer Riggs, Selena Wiltshire, Kevin McFarland and Riley McFarland; eight great grandchildren; nieces Heidi Curieus, Shelly Brown,  Shawn Vigneault and nephew Robert Vigneault.
